Prins Boudewijn werd geboren in het kasteel van Stuyvenberg, bij Brussel op 7 september 1930. Hij was het tweede kind van prins Leopold, vanaf 1934 koning der Belgen, en prinses Astrid, geboren prinses van Zweden. Hij werd genoemd naar prins Boudewijn, de oudste zoon van prins Filips, graaf van Vlaanderen. Hij kwam na zijn vader als eerste in de lijn voor de troonopvolging.
Op vijfjarige leeftijd verloor Boudewijn zijn moeder door een auto-ongeval. Hij groeide op onder de vleugels van zijn zus die hij Joe noemde. Ook bij zijn grootmoeder, prinses Ingeborg, vond hij veel liefde. De kleine prins was lid van de scouts. Hij had zijn eigen kameraadjes die speciaal voor hem naar het kasteel van Laken kwamen. Zijn totemnaam was Trouwe Eland.
De grondwettelijke macht van de Belgische koning ging bij erfopvolging over op het natuurlijke en wettige nakomelingschap, toen nog in rechte lijn van man op man en volgens het eerstgeboorterecht, zoals vastgelegd door de Salische Wet. Sinds 1991 geldt die wet niet meer en wordt aan de eerstgeborene, ongeacht het geslacht, de erfopvolging toegekend. Bij de troonsbestijging van zijn vader op 23 februari 1934, nam de prins de titel Hertog van Brabant aan. Deze titel is traditioneel weggelegd voor de oudste zoon van de koning (de erfgenaam).
Bij het uitbreken van de Tweede Wereldoorlog bracht Leopold III zijn kinderen eerst onder in Frankrijk en later in Spanje. Zelf bleef hij in België. De koning wilde in deze oorlog de rol spelen die zijn vader in de Eerste Wereldoorlog ook had. Deze mogelijkheid werd echter doorkruist door de snelle capitulatie van het Belgische Leger.
Ondanks aandringen van de regering bleef de koning in België. Hij liet ook zijn kinderen terugkomen. In eerste instantie was zijn beslissing populair. De koning vluchtte niet, maar leefde mee met zijn volk, heette het. Toen Leopold hertrouwde, kwamen vele Belgen tot de conclusie dat de koning niet op dezelfde manier onder de bezetting gebukt ging als zij. Zijn voorstellen aan Adolf Hitler om hem zijn staatkundige rol terug te geven, zetten kwaad bloed.
De koning, met Boudewijn en de andere gezinsleden, werd tegen het eind van de oorlog door de bezetter gedeporteerd naar Duitsland en vervolgens naar Oostenrijk. Na de val van de nazi's verbleef de koninklijke familie in ballingschap in Zwitserland.
Na veel redetwisten leken de Belgen bereid hun koning weer te ontvangen. Om weerstand weg te nemen zou over de koningskwestie besloten worden door middel van een volksraadpleging. De koning won het pleit, vooral dankzij een meerderheid in Vlaanderen. Waalse arbeiders wilden zich echter niet onder het bewind van de eerste collaborateur neerleggen; stakingen en demonstraties werden georganiseerd. Er dreigde zelfs een burgeroorlog.
Prins Boudewijn studeerde inmiddels in Genève en verbreedde zijn horizon met een reis door Amerika. Na hevige rellen in Grâce-Berleur op 30 juli 1950, waarbij drie doden vielen, werd Leopold III op 1 augustus ertoe gedwongen zijn functies over te dragen aan Boudewijn en toe te stemmen om een jaar later, bij de meerderjarigheid van de prins, troonsafstand te doen. Op 11 augustus 1950 legde Boudewijn de eed af en nam de koninklijke bevoegdheden over onder de naam van Koninklijke Prins. Op 16 juli 1951 tekende Leopold zijn troonsafstand, en een dag later legde Boudewijn de eed af als vijfde koning der Belgen. De Belgen accepteerden de jonge Boudewijn als hun koning, en de spanning verdween.
In 1960 trouwde Boudewijn met de Spaanse gravin Fabiola de Mora y Aragon. Hun huwelijk bleef kinderloos. Koningin Fabiola raakte tot vijfmaal toe zwanger, een eerste maal in 1961. Het nieuws werd bekendgemaakt door paus Johannes XXIII, maar na een aantal weken eindigde de zwangerschap. Ook in 1962 en 1963 werd ze zwanger, maar telkens liep het fout af. Nadat behandelend gynaecoloog Albea kon bevestigen dat een nieuwe zwangerschap waarschijnlijk geen ernstig gezondheidsrisico zou betekenen, is koningin Fabiola nog tweemaal in verwachting geweest. Na haar laatste zwangerschap, die een buitenbaarmoederlijke bleek te zijn, gaf het echtpaar de hoop op. Het leven van koningin Fabiola zelf zou op haar leeftijd in gevaar komen bij een nieuwe poging. Beiden berustten in hun lot en beschouwden dit als een kans om "meer van alle kinderen te kunnen houden". De pijn van het kinderloos bestaan heeft mogelijk bijgedragen bij Boudewijns standpunt in verband met zijn weigering de abortuswet te tekenen.
Koning Boudewijn overleed op 31 juli 1993 in zijn buitenverblijf in Playa Granada, Motril in Spanje en werd, omdat zijn huwelijk kinderloos bleef, opgevolgd door zijn jongere broer Albert, die aldus koning Albert II der Belgen werd.
Zijn stoffelijk overschot werd bijgezet in de crypte van de Onze-Lieve-Vrouwekerk in Laken.
Tijdens de begrafenisplechtigheid besloot kardinaal Danneels zijn homilie met wat sommigen (enigszins voorbarig) als een oproep tot zaligverklaring van de overleden vorst beschouwden.[1] De kardinaal ontkende dat dit zijn bedoeling was geweest.
De rol van de koning in de Belgische parlementaire democratie is omschreven in de grondwet. Dit omvat onder meer het recht om te worden geïnformeerd, om te waarschuwen en om te bemoedigen. Boudewijn kweet zich gedurende zijn lange koningschap plichtsbewust en kordaat van deze taak. Hij kon aldus invloed laten gelden op het politieke gebeuren, onder meer bij de vorming van een nieuwe regering.
Hij zou, volgens sommigen, in 1977 geweigerd hebben VU- parlementariër Frans Baert, een over partij- én taalgrenzen heen gewaardeerd jurist, te benoemen tot federaal minister voor Justitie.[2] Hij zou ook geweigerd hebben een politica tot staatssecretaris te benoemen zolang ze met haar vriend samenwoonde. Voor deze tussenkomsten zijn uiteraard geen bewijzen voorhanden en behoren ze tot het domein van de geruchten. In het geval van de niet-benoeming van Baert in de Regering-Tindemans II lijkt het wel zeer onwaarschijnlijk dat socialisten en christendemocraten er zouden in toegestemd hebben om aan iemand uit de Volksunie een van de voornaamste portefeuilles toe te vertrouwen, zodat het verhaal over de tussenkomst van de koning nogal onwaarschijnlijk is.
De koning riep de Vlaamse minister-president Luc Van den Brande op het matje, die vlak na de goedkeuring van het Sint-Michielsakkoord pleitte voor een volgende stap in het herschikken van het Belgisch staatsbestel: het confederalisme. Boudewijn dwong ook de toenmalige vicepremier Hugo Schiltz in 1988 zich publiek te verontschuldigen nadat hij zich had laten ontvallen dat België op een dag niet meer het probleem van de Vlamingen zou zijn.
In april 1990 weigerde Boudewijn, die zich beriep op gewetensproblemen, de abortuswet te bekrachtigen. Hij verzocht vervolgens de regering om een rechtsgeldige oplossing aan te brengen voor dit probleem. De eerste minister Wilfried Martens redeneerde vervolgens dat de koning zich in de "feitelijke onmogelijkheid om te regeren" bevond, zodat de voltallige regering, conform de grondwet, de wet zelf kon ondertekenen. Hiervoor werd Boudewijn voor 36 uur van zijn functie ontheven.
Koning Boudewijn kreeg in de eerste tien jaar van zijn bewind veel met Belgisch-Congo te maken. Aanvankelijk leek alles goed te gaan, maar al spoedig ontstonden de eerste politieke bewegingen onder de bevolking. Patrice Lumumba was de voornaamste onder de politiek activisten. Hij stond een Congo voor als eenheidsstaat, waarin geen plaats zou zijn voor tegenstellingen tussen verschillende volkeren. Hij wist deze boodschap zo overtuigend te brengen dat zijn aanhang snel groeide. De kolonisten sloeg de schrik om het hart. Na rellen in Leopoldstad in 1959 besloot België Congo snel te dekoloniseren, in de lijn van het versneld onafhankelijk verklaren van Engelse en Franse kolonies.
De toen zogenoemde tiende Belgische provincie Belgisch-Congo werd op 30 juni 1960 omgevormd tot het onafhankelijke Congo. Ongeregeldheden, onder meer bij de krijgsmacht, lieten niet lang op zich wachten en resulteerden in een massale terugkeer naar België van de blanke bevolking. De communistisch georiënteerde Lumumba en andere leiders werden in het tumult na enkele weken onafhankelijkheid gevangengenomen door muitende militairen en onder onduidelijke omstandigheden vermoord, waarschijnlijk met westerse steun.
De naam van Boudewijn werd hier, weliswaar zonder ernstige aanwijzingen, ook in genoemd en waarschijnlijk is de voor de vroegere kolonisator beledigende toespraak die Lumumba gaf bij de onafhankelijkheidsplechtigheid hier niet vreemd aan. Na de onafhankelijkheid volgde Boudewijn van nabij de evoluties in Congo en ondernam pogingen om met de Congolese gezagdragers, onder meer met Mobutu, alsook met de presidenten van Rwanda en Burundi, goede relaties te onderhouden.
Baudouin, Albert, Charles, Léopold, Axel, Marie, Gustave (Boudewijn en néerlandais, Baudouin en allemand), né au château du Stuyvenberg le 7 septembre 1930 et mort à Motril le 31 juillet 1993 est le cinquième roi des Belges. Il a régné du 17 juillet 1951 jusqu'à sa mort. Deuxième enfant et premier fils de Léopold III et de la reine Astrid1, il porte le titre de comte de Hainaut alors que son père est encore duc de Brabant puis devient duc de Brabant à l'avènement de Léopold III au trône de Belgique. Il est le frère aîné et prédécesseur du roi Albert II et le frère cadet de la grande-duchesse Joséphine-Charlotte de Luxembourg1.
Son avènement au trône se produit dans une période de crise politique et son long règne est marqué par bien d'autres dont l'une, au moins, a été le résultat de l'expression publique de sa foi catholique.
Son enfance est marquée par les morts accidentelles de son grand-père le très populaire Albert Ier de Belgique puis l'année suivante par celle de sa mère, il n'a alors que cinq ans, puis par la Seconde Guerre mondiale, vécue d'abord dans un bref exode. Celui-ci commence à La Panne2 et se poursuit en France, puis, après la défaite française, en Espagne car le roi Léopold III a voulu le soustraire, avec son frère Albert et sa sœur Joséphine-Charlotte, à l'invasion allemande de la Belgique en les évacuant sous la houlette de personnes de confiance, mais sans Juffrouw (Mademoiselle), la gouvernante à laquelle Baudouin s'est particulièrement attaché2. Rapatriés à Bruxelles, les enfants royaux y passent quatre ans durant lesquels la deuxième épouse du roi, Lilian Baels, faite princesse de Réthy, s'occupe affectueusement d'eux3 et veille à leur ménager une vie plus conforme à celle des enfants de la bourgeoisie[réf. nécessaire] que celle que leurs père, grand-père et grands oncles avaient connue. Baudouin, qu'elle appelle familièrement Baud3, étudie soit au château de Laeken, soit au château de Ciergnon.
Juste après le Débarquement, la famille royale, qui s'est agrandie avec la naissance d'Alexandre de Belgique, est emmenée par les nazis en Allemagne dans la forteresse de Hirschstein, puis en Autriche, à Strobl, où elle est libérée le 7 mai 1945 par les troupes américaines.
Commence alors la « question royale ». Confrontée à l'impopularité du roi, la famille royale ne rentre pas en Belgique mais s'installe en Suisse, à Pregny, jusqu'en juillet 1950, attendant que le peuple Belge débatte sur l'attitude du roi face à l'Allemagne Nazie : le roi Léopold devait-il quitter la Belgique après la défaite du 28 mai 1940 ou a-t-il eu raison de rester au pays au nom de son statut monarchique pour s'y dresser comme un rempart contre l'éventuelle division du pays que les Allemands pouvaient sans doute vouloir comme ils l'avaient fait en 1914-1918. Baudouin fréquente un collège de Genève ; il accompagne son père et sa belle-mère dans un grand voyage aux États-Unis en 1948
En attendant la fin des débats, le prince Charles-Théodore, frère de Léopold III, est nommé Régent du royaume jusqu'à nouvel ordre.
En 1950, après la consultation populaire qui donne des résultats fort différents en Flandre et en Wallonie, devant la violence opposant « léopoldistes » et « anti-léopoldistes » et à la suite de la fusillade de Grâce-Berleur, le roi, rentré au pays avec ses deux fils aînés, fait nommer Baudouin, le 11 août 1950, « Prince royal », ce qui correspond à une délégation de pouvoirs.
Le prince prête serment de respecter la Constitution et les lois du peuple belge devant les Chambres réunies. C'est lors de cette cérémonie que fuse le cri « Vive la République ! » attribué à Julien Lahaut qui est assassiné sept jours plus tard.
À la suite de l'abdication de son père le 16 juillet 1951, Baudouin devient le cinquième roi des Belges, le 17 juillet 1951, à quelques semaines de son 21e anniversaire, et en une période où fait également rage la deuxième guerre scolaire.
Pendant plus de 10 ans, le jeune roi subit la forte influence politique de son père et de sa belle-mère, allant jusqu'à refuser de serrer la main de ceux qui, comme Hubert Pierlot, s'étaient opposés à Léopold III pendant la guerre5,6.
Un an après son mariage, Baudouin choisit de s'éloigner ; il ne rencontrera plus son père et sa belle-mère qu'en de rares occasions, notamment après le décès de la reine Élisabeth en 1965
La naissance de Marie-Christine en 1951 et Maria-Esméralda en 1956 étend la fratrie de Baudouin. Son frère Albert se marie avec la ravissante Paola Ruffo di Calabria en 1959 et ils ont leur premier enfant en avril 1960.
Le roi Baudouin apparait en public comme un jeune homme réservé, triste et solitaire, sans aventure amoureuse connue ; la rumeur lui attribue l'intention d'entrer dans les ordres. Au fil des années, le célibat d'un roi qui vit toujours au domicile paternel devient une affaire d'état. Le cardinal Suenens a raconté que Baudouin en parla avec une religieuse irlandaise, Veronica O'Brien et que celle-ci, se mettant en recherche d'une possible épouse, trouva une aristocrate espagnole qui accepta de rencontrer le roi2. Les rencontres sont tenues secrètes, ce qui explique l'étonnement des Belges lorsqu'ils apprennent par la voix du premier ministre Gaston Eyskens, en 161 mots prononcés à la radio le 16 septembre 1960 à 12 h 20 et suivi d'un extrait de la Brabançonne7, les fiançailles de Baudouin. Les premières photo du couple, lors de la présentation de la jeune femme au château de Ciergnon, montrent des fiancés manifestement amoureux et complices2.
Le 15 décembre 1960, Baudouin épouse doña Fabiola de Mora y Aragon qui devient ainsi la « reine Fabiola ». Le mariage est célébré en la cathédrale Saints-Michel-et-Gudule à Bruxelles et est retransmis à la télévision, une première pour un mariage royal en Belgique.
Léopold et Lilian s'installent en janvier 1961 au Château d'Argenteuil avec leurs enfants et la famille royale se divise ; Fabiola et sa belle-mère s'entendent mal, Baudouin et son père se brouillent pour des histoires de meubles emportés ou non de Laeken à Argenteuil.
En juin 1961, l'annonce que Baudouin et Fabiola attendent un enfant est faite à la presse, lors d'un voyage du couple à Rome, par le pape Jean XXIII - ce qui soulève une polémique dans les journaux belges de gauche ; trois semaines plus tard, il est annoncé par la cour que l'heureux événement ne se produira pas. En février 1962, la reine est à nouveau enceinte mais accouche d'un enfant mort-né. Une intervention chirurgicale et deux autres fausses couches ne laissent plus d'espoir de voir naitre un héritier7. Aucun héritier ne naît donc de cette union.
Le roi Baudouin investit alors beaucoup dans la formation de son neveu, le prince Philippe, qu'il considère comme son successeur8, bien que l'héritier normal du trône soit le prince Albert.
Sur le plan officiel, la famille royale devient celle de Baudouin et des autres enfants de la reine Astrid. Lilian Baels et ses enfants en sont écartés puisque l'arrêté royal du 2 décembre 1991 stipule que « les Princes et Princesses issus de la descendance en ligne directe de S.A.R. le Prince Albert de Belgique seront qualifiés « Princes et Princesses de Belgique » dans les actes publics et privés qui les concernent3 »
En 1991, les médecins affirment que Baudouin souffre de la maladie de Barlow, « avec présence de calcifications à la valve mitrale »3 et le roi se fait opérer à cœur ouvert à l'hôpital Broussais à Paris.
Fabiola de Mora y Aragon1,2 (née à Madrid le 11 juin 1928 et morte à Bruxelles le 5 décembre 2014) est une aristocrate d'origine espagnole devenue, par son mariage avec le roi Baudouin de Belgique, la cinquième reine des Belges de 1960 à 1993, année durant laquelle son époux meurt.
Fabiola de Mora y Aragon (11 June 1928 – 5 December 2014) was Queen of the Belgians from her marriage to King Baudouin in 1960 until his death in 1993. The couple had no children, so the Crown passed to her husband's younger brother, King Albert II.
